Life#
Born in Kirkuk (Kerkük) in 1870/71 (AH 1287), Tahir Efendi came from the Muslim (Müslüman) community; the father was an imam. Work began in Kirkuk in 1887/88, at about 17, with four unpaid years as a mülazım (apprentice) before a first salary of 750 kuruş. The annual lists begin in 1891/92, with Tahir as a communications official (Muhabere Memuru) in Bajil (Bacil), where the entries run to 1894/95, with a rise to director of the second grade (2. Müdür) in 1893/94. Next came Istanbul in 1895/96, then Altun Kupri (Altınköprü) from 1896 to 1901. The last posts were in Gaza (Gazze) from 1901 to 1903 and Istanbul again in 1903/04. Bajil, about 2,250 km from Kirkuk, was the post farthest from the birthplace; fewer than 5 per cent of the 5,162 officials with a known birthplace and place of service served as far from home.
Pay rose from 750 kuruş a month in 1891/92 to a peak of 950 in 1893/94, as 2. Müdür in Bajil, when 87 per cent of paid officials earned less. Over 13 years pay ended below where it began, 495 kuruş against 750. The last annual entry is for 1903/04. An entry in "Sicill-i Ahval Defterlerine göre Kerküklü devlet adamları" by ORHAN ABDULBASIT ANWER ANWER (2021) probably refers to Tahir, since the name and the birthplace agree.
