Life#
İsmail Cemal Efendi was born in Manisa in 1874/75 (AH 1291) into the Muslim (Müslüman) community; the father was a clerk (ketebe). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in the telegraph service (Telgraf) in Manisa in 1889/90, at about 16, with five unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. The first annual entry, for 1894/95, places İsmail Cemal in Izmir (İzmir) as a communications official (Muhabere Memuru). The last post was in Thessaloniki (Selanik) in 1903/04. For 1897 to 1903 the lists have no entry.
Pay rose from 200 kuruş a month in 1894/95 to a peak of 500 in 1896/97, as a soldier (Asker), when half the paid officials earned less. In all, four years of salary come to 13,800 kuruş, 58 per cent of what an official on the median salary earned in those years. The final annual entry is for 1903/04. İsmail Cemal probably has an entry in "Sicill-i Ahval kayıtlarına göre Manisa doğumlu memurlar (1879-1909)" by NİZAM BERKAN MERCAN (2025) (the name, the birthplace and the archive register and page agree).
